Answer

I am advised that NZ Transport Agency does not maintain a database of the reasons given by landowners in relation to advance purchase requests. Providing the information sought would require officials to review the records of all applications received throughout the course of the year to determine what, if any, explanation was provided. No analysis into the reason for the increased number of early purchase requests in 2025-26.
