Answer

The requested information has been withheld as it forms part of the commercially sensitive risk allocation and value-for-money modelling underpinning the Project. Disclosure of the valuation of individual transferred risks, and the total value attributed to risk transfer, could reveal detailed information about NZTA's assessment of project risks, risk pricing and risk allocation methodologies, which could prejudice NZTA's commercial position and affect future procurement processes, negotiations and value-for-money outcomes for the Crown.
