Answer

I am advised that the Public Sector Comparator and associated cost estimates and risk valuations were subject to multiple layers of assurance, including independent cost estimation, peer review, and quantitative risk assessment. Detailed findings, assumptions and financial model outputs have been withheld as they form part of the commercially sensitive methodologies underpinning the Project. Disclosure would prejudice NZTA's commercial position by revealing detailed cost estimation, risk allocation and value-for-money assessment methodologies relevant to future procurement processes.
