Answer
I refer the Member to my response to Written Parliamentary Question 34451 (2026) in relation to general costs incurred throughout the transaction process and Written Parliamentary Question 35859 (2026) in relation to financing and transaction fees specifically. Financial close is a process that turns the agreed PPP deal into a legally binding and financed project, with a signed contract and the financing that enables Northway to deliver the project during the design and construct phase in place. I am advised that the costs associated with probity, legal, financial and technical advisors supporting NZTA to prepare for and execute contractual and financial close were approximately $2 million.
