Answer

In my capacity as the Prime Minister, I am the responsible minister for the Department of the Prime Minister and Cabinet (DPMC). The National Emergency Management Agency (NEMA) was a departmental agency hosted by DPMC until 25 September 2025. The Chief Executive, Cyclone Recovery was a functional Chief Executive appointed under the Public Service Act 2020 in March 2023 and disestablished with effect from 1 July 2025. Following the Strategic Baseline Review, DPMC carried out a structure change that resulted in a more purposeful and impactful organisation focused on its core responsibilities. On 3 July 2025 final decisions on DPMC’s organisation structure changes were provided to staff following a period of consultation and submissions. The roles established and disestablished in DPMC for the 2024/25 financial year are set out in Question 68: Roles proposed to be cut, in the DPMC Annual Review 2024/25, which is available on the following website: https://www3.parliament.nz/resource/en-NZ/54SCGOA_EVI_f908c1ba-7843-46a1-b6a2-08de12a0458d_GOA47335/db3f4f71c63398f61088f382597957a54c1b122b I also refer the member to my response to Written Parliamentary Question 11765 (2026).
