Answer

I am advised that the Primary Principals’ Bargaining Union was not consulted on ERO’s new school reports. The PPCBU is a collective bargaining union focusing on terms and conditions of principal’s employment. Members of the PPCBU belong to the New Zealand Principals Federation, who were consulted on ERO's new school reports.
