Answer

My office has at least 17 members of staff (including departmental secondees). Requiring all of them to go through multiple channels of communication to identify any reports, briefings, emails, memos, aides-memoire, notes or written advice on this topic to respond to a written parliamentary question would require significant time and prevent them from undertaking their day-to-day role.
