What explains the reported $61 million change in the draft budget split between Quarter 1 2024/25 and Quarter 2 2024/25?

Answer
The quarterly performance reporting for Q1 and Q2 2024/25 from Health New Zealand does not show a $61 million change for the Mental Health Output class.
