What specific “significant caveats” were raised in the Cabinet paper on LNG that led Cabinet to be advised that cost estimates should be treated as indicative?

Answer
The Cabinet paper - which has been released - makes clear that the information provided was drawn from a Request for Information and submission of early-stage designs for accelerated delivery solutions. The Cabinet paper also notes there is not a perfect location for an LNG facility in New Zealand, and that the accelerated delivery solution process may not result in an LNG facility, meaning that a longer procurement process may be needed, which would involve a wider range of projects.
