What steps, if any, is he taking to support early childhood services in low-income or rural communities where government subsidies constitute up to 90% of income?

Answer

I don’t accept availability is declining. The Ministry of Education has told me the number of licenced places per child (aged 0 to 4) has increased. I removed red tape including network management requirements to make it easier for new centres to open.
