Answer

The advice I received from the Ministry of Education on the evidence base for the changes to the Teaching Council can be found in the workforce reform papers proactively released on the Ministry’s website, here: https://www.education.govt.nz/our-work/information-releases/issue-specific-information-releases/education-and-training-system-reform-amendment-bill The Ministry’s advice is further affirmed by the findings of the Debbie Francis report. This is also my response to written parliamentary question 4963 (2026).
