Answer
I am advised that approximately 75% of EOIs were resubmitted within 90 days of expiry. EOIs may not be resubmitted for a range of reasons including sponsors no long meeting sponsorship requirements, a change in circumstances or intentions for the parent/s, or the parent/s no longer meeting eligibility requirements. An EOI resubmitted within 90 days will have generally had an EOI consistently active to be selected from each ballot which indicates a clear and continuous commitment for over two years. An EOI that has not been resubmitted within 90 days will have missed at least one ballot selection. Decisions on the chronological queue balanced recognising people who had been waiting the longest during the operation of the previous Labour Government's stressful and uncertain ballot while also not disproportionately advantaging people who had submitted an EOI in 2022 or 2023 but then had not maintained an active EOI. For example, it would not be fair if someone submitted an EOI in January 2023 which expired in January 2025 and did not submit a new EOI until December 2025 missing three ballot selections to be placed in the chronological queue ahead of someone who had submitted an EOI in February 2023 and resubmitted their EOI in March 2025 missing no selections. People with a more recent EOI or an EOI that was resubmitted after 90 days will still have the possibility of being selected prior to reaching the front of the chronological queue through the 10% of selections made by ballot. Following the creation of the chronological queue in October EOIs will not expire after two years, people will just be required to re-confirm key information.
