Answer

As the Member will be aware, Health New Zealand did not hold any national funding as a contingency, reserve, or centrally managed unallocated balance in FY2022/23 or FY2023/24. As the Member will also be aware, following this period, the financial performance of Health New Zealand required significant rectification – including from a position where $28 billion was being managed on a single Excel spreadsheet under the previous government – and the implementation of improved financial systems and disciplines. Regarding FY2024/25, I refer the Member to Health New Zealand's website: https://www.tewhatuora.govt.nz/assets/Publications/Proactive-releases/Proactive-Release-Document-Pack-Financials-as-of-7-Oct_Redacted.pdf Regarding FY2025/26, the Member has already asked this question. I refer the Member to Written Parliamentary Question 45891 (2025).
