Answer

I am advised that the Ministry of Education (the Ministry) holds early childhood education (ECE) workforce data through a combination of the ECE census data collection, as well as information provided to the Ministry directly from the Teaching Council. Through the ECE census the Ministry records information regarding the quantity, roles, and demographics of ECE staff. Part of this collection involves receiving information from services regarding an "IsRegistered " flag which indicates only if a staff member is both registered and certificated by the Teaching Council. Through the census the Ministry also collects information from services related to the highest qualification code for ECE teachers and Home-based co-ordinator. For information about the ECE census, including the information collected from services and staff, see: https://www.education.govt.nz/education-professionals/early-learning/funding-and-financials/ece-funding-handbook/chapter-14-collection-of-information/14-2-ece-census. The Ministry also receives data from the Teaching Council which contains information related to practicing certificates and qualifications. Though the Ministry is provided a feed of this data, the Teaching Council should be considered the experts in this information and approached for data requests. Further information is available at: https://teachingcouncil.nz/en. These two data sets cannot be joined to provide additional breakdowns as the ECE census is aggregated at a service level. This is also my response to written parliamentary question 39747 (2026).
