How much, if any, did the NZ Transport Agency pay external advisers to prepare the Public Sector Comparator and value-for-money assessment for the Warkworth to Te Hana public-private partnership, and which firms were engaged?

Firms were engaged to provide a range of services across the development of the Warkworth to Te Hana investment case and procurement process, including the development of the Public Sector Comparator (PSC). I am advised NZTA does not hold a breakdown of contractor time and therefore money spent on producing the PSC. The value for money assessment is a process that continues throughout the procurement process, and it is not possible to provide the external advisor costs associated with this activity. Firms engaged in this work include: IPNZ, Ernst & Young, MartinJenkins, The Infrastructure Advisory, WSP and Aurecon.
