Answer

I am encouraged by the progress many businesses have made in transitioning to more recyclable packaging, including supermarkets that have moved away from PVC cling film to alternative materials. Analysis by officials recognised both the importance of regulatory certainty for business investment decisions and the efforts already made by some businesses to transition to alternative packaging. These considerations were not a factor in the decision not to progress the proposal to Cabinet.
