Answer

The February 2026 Treasury Gateway Review identified five recommendations to strengthen readiness for the next phase of the Waitematā Harbour Connections project. Most of those recommendations have either been completed or substantially progressed since the review was undertaken. Recommendations 1, 2 and 3 have been addressed through changes to the Investment Case, recommendation 4 has been substantially implemented through new governance arrangements approved by Cabinet, and recommendation 5 is being progressed through the Detailed Business Case phase and associated stakeholder engagement work.
