Answer

Changes to fuel excise duty rates require changes to primary legislation, while changes to road user charges rates can be made by amending the Road User Charges (Rates) Regulations 2015 by Order in Council. Regulations amending the rates of road user charges must come into effect 42 days after their publication, as required by the Road User Charges Act 2012. Announcements on the introduction or making of these will be made in due course.
