Answer
The Waitematā Harbour Connections Gateway Review Report, dated 20 February 2026, was provided to me by NZTA on 13 March 2026 under the no surprises approach. The report was not provided to Cabinet or any Cabinet committee. Gateway Review Reports are not routinely provided to Ministers, Cabinet, or Cabinet committees. Unless the delivery confidence rating for an investment triggers an escalation process, there is no requirement for such reports to be provided. However, agencies may choose to advise their portfolio Ministers of review findings under the no surprises principle. Treasury also routinely provides the outcomes of Gateway reviews to the Minister for Infrastructure, who can request the full report. Outcomes are also reported to Cabinet regularly through the Quarterly Investment Report.
