What did the Gateway Review Report on the Waitematā Harbour Connections Project dated 20 February 2026 mean by recommending "recognition of contingency beyond conventional P50/P95 analysis", and what level of additional contingency, if any, did the review team consider appropriate?

Answer
I am advised that the team did not, nor would it be expected to specify a level of contingency. The Treasury Review was undertaken while work was still being developed and the final Investment Case, supported by the NZTA Board, did incorporate advice on funding risk in addition to P50/P95 Analysis.
