What did the February 2026 Gateway review of the Waitematā Harbour Connections Project identify as the risks to social licence and market confidence for the project, and what action, if any, has been taken in response?

Answer
I am advised the gateway review suggested if engagement is not ramped up in the very short term, there is a risk that mixed messages will continue about the need for the WHC Project, the problems being addressed and the options being considered; that there will be an unhelpful focus on unrealistic opportunities; and that social licence will be eroded, along with market confidence – leading to adoption of a cautious or risk-averse posture. Conversely, proactive engagement with the public and the market ahead of decisions being made on options and funding mechanisms will support stronger buy in and social licence, and greater likelihood of a positive market response to future tenders.
