What did the November 2025 Targeted Investment Review of the Melling Interchange Project identify as the deficiencies in coordination and decision-making across partner organisations, and which organisations were involved?

Answer
I am advised the issues identified in the November 2025 review were: 1. Cross-partner integration is not at the level required for predictable delivery. 2. Unresolved interfaces present high, immediate schedule and cost exposure. 3. Governance and leadership structures are stretched and not functioning consistently as intended 4. The Project is entering a high-disruption, high-risk phase without fully mature engagement and readiness across all partners. All issues have subsequently been closed out. Hutt City Council and Greater Wellington Regional Council are the delivery organisations involved in the RiverLink programme.
