Answer

The information requested has previously been considered for release under the Official Information Act 1982, and was partly withheld under sections 9(2)(f)(iv) of the Act to maintain constitutional conventions that protect the confidentiality of advice tendered by Ministers and officials, and 9(2)(g)(i) of the Act to maintain the effective conduct of public affairs through the free and frank expression of opinions. I am withholding the same information in response to this question.
