Answer

The weighted average cost of capital has not been disclosed because it is commercially sensitive. Releasing this information would reveal commercially sensitive information about the contractor's financing arrangements and risk pricing. It could prejudice NZTA's commercial position in relation to future public-private partnership procurements by revealing commercially sensitive information about financing assumptions, risk pricing and bidder market responses. The impact of introducing the Crown Capital Contribution on the price and risk of the respondents' proposals was considered through the RFP process.
