Answer

I am advised that where a person cannot be contacted at the address at which they are enrolled, the Electoral Commission first checks the source document to make sure the information was processed correctly. If contact information is available on the person’s record, the person is sent a text message, email, or both. If no response is received, this is done again 14 days later before the person is moved to the dormant roll. If there is no contact information for the person, no further enquiry is made.
