Answer

The detailed economic analysis by Allen + Clarke was produced to support the former Ministry of the Environment in developing Budget 26. Further work on this proposed investment is underway by the Ministry for Cities, Environment, Regions and Transport and is subject to a Detailed Business Case before Cabinet takes decisions on any preferred investment package.
