Hon Tama Potaka

Answer
The former Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (now part of the Ministry for Cities, Environment, Regions & Transport) released a discussion document on options for changes to the Retirement Villages Act 2003 in 2023 that received over 11,000 submissions. The Ministry also engaged with key retirement village stakeholders, including the Retirement Villages Association, the Retirement Village Residents’ Association, and the Corporate Trustees Association. Submissions and stakeholder engagement informed the Ministry’s advice to the Minister. All the information, including from publicly available sources, used by the Ministry is cited in the Ministry’s advice regarding repayments to former retirement village residents are cited in the 2025 Regulatory Impact Statement, Financial Exit Matters, which is available on the Ministry’s website.
