Answer
The overall Net Present Value (NPV) cost of the Warkworth to Te Hana Project is estimated at $3.649 billion. This includes the Unitary Charge payments from NZTA to the Contractor during the 25-year operational period, NZTA’s client-side costs to manage the contract and the Crown capital contribution. In nominal terms the design and construction costs for Section 1 is estimated at a nominal $3 billion over the construction period from 2026 – 2034. This is paid for by the PPP Contractor and the NZTA through the Crown Capital Contribution.
