  • What was the New Zealand Government’s rationale for opposing the proposed amendment to harmonise the ICC’s jurisdiction over the crime of aggression at the July 2025 Special Session of the Assembly of States Parties, and which countries did the government correspond with before arriving at its decision?

Rt Hon Winston Peters

Answer

New Zealand's position was that proposals to expand the Court's jurisdiction had not gained consensus amongst States Parties and were not ready to be advanced. New Zealand engaged with a wide range of States Parties before and during the July 2025 Special Session.
