Answer

The Government Policy Statement on Land Transport 2024 established that NZTA is expected to consider tolling for all new state highways as a way of increasing revenue, improving value for money, and supporting the delivery of major state highway investments. The Western Bay of Plenty Deal includes a commitment by the partners to explore tolling state highways as one of the funding options for regional roading priorities. The deal identifies the Tauriko Network Connections and Takitimu North Link Stage 2 as key priorities. Parties to the Western Bay of Plenty Deals are currently preparing an Implementation Plan. Once that plan is agreed, the Crown, NZTA and the Western Bay of Plenty sub-region will explore tolling alongside other funding options for regional roading priorities. Some tolling analysis has previously been undertaken, and this will be revisited as part of the Implementation Plan: Tauriko West Investment Case https://nzta.govt.nz/assets/projects/tauriko-west/tauriko-west-investment-case-main-report.pdf Takitimu North Link: https://nzta.govt.nz/projects/sh2-waihi-to-tauranga-corridor/takitimu-north-link/tolling
