What has changed, if anything, in the skills required of the NZTA board since Pat Dougherty was appointed to it in August 2024 and Mike Rudge in November 2024?

Answer

As noted in my response to Written Parliamentary Question 34384 (2026), there are range of complex decisions that the Board will need to navigate over the medium term. I considered that the capability mix did not meet the diversity of skills and experience required to oversee the breadth of NZTA’s business, scale of change, and scale of project and investment decisions required. Retaining and/or growing regulatory capability also remains a priority given the decision of Cath Taylor not to seek reappointment. This led to my decision to strengthen the Board in the areas of governance, finance and regulation.
