Question

  • What criteria, if any, were used to determine that the rising compliance and carbon costs for Golden Bay Cement under the Emissions Trading Scheme warranted an exceptional Government intervention of a $60 million grant?

Hon Nicola Willis

Answer

The focus of the decision was on maintaining national economic resilience. The decision was assessed against numerous factors including whether there was a credible risk of closure due to ETS pressures, whether the facility produced a nationally critical product, the proportion of domestic production capacity provided by the facility, the proportion of domestic consumption originating from the facility and whether closure would create a material resilience risk for New Zealand.
