Question

  • What policies, guidance or contractual requirements govern the management of conflicts of interest in the procurement of independent reviewers for public-private partnership transport projects?

Hon Chris Bishop

Answer

The management of conflicts of interest in the procurement of independent reviewers for public-private partnership (PPP) transport projects is governed by the Government Procurement Rules. In addition, NZTA has advised that the PPP procurement process was subject to independent oversight by both a probity auditor and a separate probity adviser to help ensure the integrity of the procurement process, including the management of any conflicts of interest.
