Answer
In my capacity as Prime Minister, I am the responsible minister for the Department of the Prime Minister and Cabinet (DPMC), of which the Cabinet Office is a business unit. On my behalf, the Cabinet Office supports Ministers in identifying and managing conflicts of interest that may arise in relation to their portfolios or other ministerial responsibilities (Cabinet Manual, para 2.61). This includes meetings with Ministers at least every six months, which Hon McKee has participated in. Details regarding conflicts of interest advice sought from and given by the Cabinet Office are not generally released, in order to ensure the confidentiality of Cabinet proceedings, to maintain the effective conduct of public affairs, and in some cases, to protect personal privacy. This has been the approach taken by successive administrations and it is in the public interest that Ministers feel comfortable with approaching the Cabinet Office on sensitive matters and that the Cabinet Office can obtain and assess information about conflicts of interest and provide advice to Ministers on how to resolve them on a confidential basis. I expect all Ministers including Hon Nicole McKee to manage their interests in accordance with Cabinet Manual guidance.
