What consultation, if any, was undertaken with LINZ, Treasury, the Commerce Commission, and industry stakeholders in developing the new guidance for overseas investors in the supermarket and grocery sector announced by Associate Finance Minister David Seymour on 14 July 2026, and will he release any advice papers, regulatory impact statements, or Cabinet papers associated with this guidance?

Answer
Corrected reply: The guidelines were based on guidance previously published by Land Information New Zealand (LINZ) in August 2025. In preparing the 2025 guidance, LINZ consulted with the Ministry for Business, Innovation and Employment, the Treasury, and LINZ’s legal reference group, comprising 11 lawyers in private practice who have expertise in overseas investment matters. LINZ did not consult when preparing the 2026 guidelines as the content and structure had already been extensively consulted on. I received no advice, regulatory impact statements or Cabinet papers in respect of the guidelines as they were the responsibility of Hon David Seymour, Associate Minister of Finance.
