Answer

I am advised that NZTA considers future funding for bridge replacement through the relevant National Land Transport Programme (NLTP) funding work category, depending on whether the proposal is a renewal or an improvement. For an end-of-life renewal, Work Category 216 applies where the proposal is for like-for-like replacement. The information required includes evidence that replacement within the relevant NLTP period is more cost-effective than continuing to maintain the structure to provide the appropriate level of network access, that the risks of continuing to maintain it are unacceptable from a life-risk perspective, and that the proposed solution is the long-term, best whole-of-life cost option that meets current design standards. This is supported by the Simplified Procedure (SP2) Bridge renewals process and, where replacement is identified as appropriate, a Present Value End-of-Life analysis. For an improvement or level-of-service replacement, Work Category 322 applies where the main purpose is to upgrade or replace an existing structure beyond like-for-like renewal. The information required includes the case for the improvement, the options considered, the expected benefits and costs, confirmation that the proposal meets relevant design standards, and evidence that it satisfies the applicable investment assessment, value-for-money and funding approval requirements.
