Question

  • What specific criteria did NZTA use to assign each Road of National Significance to Phase One, Phase Two, or Phase Three in the July 2026 Major Transport Projects Pipeline?

Hon Chris Bishop

Answer

RoNS were assigned to phases based on a combination of strategic fit, network need, economic efficiency, funding availability, and deliverability. Deliverability considerations included project readiness, key risks, market capacity, regional spread, and the ability to progress planning, consenting, design, and property acquisition activities. The phasing reflected both the current stage of each project and when investment was considered necessary to support current and future transport demand and growth.
