Answer

The Tenancy Bond Modernisation programme, Te Riu Kairangi, received funding through Budget 2021 to transform the management of tenancy bonds to a new modernised bond system through an automated, digital service, bringing benefits to landlords, tenants and MBIE. An indicative business case was written in 2023 and analysis in that business case covered the strategic, commercial, management and financial case for the programme. As the Tenancy Bond Modernisation programme did not require changes to the Residential Tenancies Act 1986 or other related legislation, no RIA was carried out. The final phase release of the Tenancy Bond Modernisation programme on 29 June 2026 was the final stage of the broader transformation project. No specific analysis documentation was required for this final release
