When, if at all, did housing officials sign a partnership agreement with Toiora Trust-Social Housing or Toiora NZ and what outcomes were expected of that partnership?

I am advised that housing officials did not sign a partnership agreement with Toiora Trust-Social Housing or Toiora NZ. A pre-purchase agreement to buy the 30 homes at Wellesley Road in Napier was approved by Ministers under the Build Ready Development Programme. That approval was given effect to as a Sale and Purchase Agreement which was signed in July 2023 by the Crown (as purchaser) and 124 Wellesley Dev SPV Limited (as vendor). The owner of the vendor company also has an interest in Toiora NZ Limited.
