Answer

Kāinga Ora – Homes and Communities advise me that in the 2026/27 financial year it is expecting to spend approximately 0.25 Full Time Equivalent (FTE) equating to approximately $38,000 in salary costs, to undertake its emissions inventory and $48,000 for its annual emissions inventory audit. It also estimates it will spend an additional $27,000 on low-carbon concrete compared to cheaper higher-carbon alternatives in its build programme. During 2026/27, Kāinga Ora expects to spend $6.3 million gross on electric vehicles, which will contribute to achieving the Carbon Neutral Government Plan’s carbon reduction targets. It is important to note that $2 million of this spending was originally budgeted for the 2025/26 year, but supply constraints for electric vehicles meant delivery was not possible until the 2026/27 financial year. Tāmaki Regeneration Company has not budgeted for the carbon neutral government programme in the 2026/27 financial year. In my capacity as Minister of Housing, I am not responsible for any other departments, agencies, Crown entities, or other bodies. The Member may be aware that I was previously responsible for the Ministry of Housing and Urban Development. That responsibility ended when the Ministry of Housing and Urban Development merged into the new Ministry for Cities, Environment, Regions and Transport (MCERT). Responsibility for MCERT now sits with the Minister Responsible for RMA Reform.
