Answer
As Prime Minister I am the responsible minister for the Department of the Prime Minister and Cabinet (DPMC). The National Emergency Management Agency (NEMA) was a departmental agency hosted by DPMC, until it transitioned to the Department of Internal Affairs (DIA), effective on 25 September 2025. I am advised that, in May 2021, DPMC and NEMA set up an Interpretation, Translation, Transcription and Communication Services Supplier Panel to enable rapid and effective services to translate public information materials into different languages and accessible formats. This panel included four providers of Pasifika-related media and translation services. All contracts commenced on 1 August 2021 and concluded on 31 July 2024 (with two rights of renewal of two years each). At the conclusion of the contracts, the agreement with DIA for Translation Services was renewed to enable NEMA to continue to access the services. In September 2025 that contract was novated to NEMA when it transferred to DIA. The fees for the contract were dependent on the work orders that DPMC or NEMA entered into with the suppliers under each contract (the below is the spend across all services under the contracts, not just Pasifika-related media and translation services). Supplier Name Total Spend until 24 September 2025 Bright Sunday $0 Kava Bowl Media $0 NZ Translation Centre Limited $120 DIA Translation Services $326,185.27 In May 2026, DPMC put a contract in place with DIA Translation Services, which could include translating Pacific languages, if required. The contract specifies charges per individual task, rather than a total contract value, however the total value is estimated to be $10,000.
