When was the Minister first advised, if at all, that emergency housing reduction targets were being linked to individual staff performance management?

I have not received any advice on this matter as this is an operational matter that falls within the responsibility of the Chief Executive of the Ministry of Social Development. I was first informed of this matter through a media request for an interview on performance agreement targets.
