Answer

I am advised that the Ministry of Social Development (MSD) has no specific guidance has been issued to staff on this topic. The 95% metric is used to measure how well clients sustain housing after exiting emergency housing, not as a rule to decline support within 26 weeks. MSD focuses on supporting clients to maintain stable housing, ensure they are receiving all available assistance and providing early assistance if issues arise.
