Answer
Dunedin, Gisborne, Hastings, Whangārei and the Far North were also considered. The six additional locations (Tauranga, Whakatāne, New Plymouth, Napier, Whanganui and Waimakariri) were selected based on an insights gathered during the production of the March 2026 Homelessness Insights Report, existing services that could be leveraged, and local provider capacity to stand up services quickly.
