    When he said “we will not be putting a levy on people’s power bills” to pay for an LNG impot facility, what, if anything, is preventing gentailers from passing costs onto consumers?

The Government’s approach is that gentailer contributions reflect their role in managing dry‑year risk, similar to how they invest in other generation or insurance assets like renewable energy assets.
