Answer
In my capacity as the Prime Minister, I am the responsible minister for the Department of the Prime Minister and Cabinet (DPMC). The National Emergency Management Agency (NEMA) was a departmental agency hosted by DPMC until 25 September 2025. The Cyclone Recovery Chief Executive was a functional Chief Executive appointed under the Public Service Act 2020 in March 2023 and disestablished with effect from 1 July 2025. My response includes NEMA information to 24 September 2025. In my capacity as the Prime Minister, I have a role in the following appointments made under the Intelligence and Security Act 2017 (the Act): • The Commissioners of Intelligence Warrants • The Inspector-General of Intelligence and Security • The Deputy Inspector-General of Intelligence and Security. These positions are subject to statutory requirements that I be notified of all interests, pecuniary or otherwise, that could conflict with the proper performance of their functions and duties (Intelligence and Security Act 2017, Schedule 3, Part 1 section 5, and Part 2 section 10). I have not been notified that any conflicts of interest exist, so no conflict-of-interest management plan has been required. In addition, in my capacity as Prime Minister, I have a role in the appointment of the Inspector-General of Intelligence and Security Advisory Panel under the Act. There have not been any conflict-of interest issues with the Advisory Panel, and therefore no conflict-of-interest management plans has been required. In my capacity as Prime Minister, I have appointed the members of the New Zealand Asia Pacific Economic Cooperation Business Advisory Council. I advise that no members appointed to this Council had have a conflict-of-interest management plan in place. In my capacity as Prime Minister, I have appointed the members of the Prime Minister's Science, Innovation and Technology Advisory Council. All members are subject to a Conflicts of Interest Management Plan that was put in place on 18 July 2025. Members of the Council have been selected because of their expertise and experience in the science, innovation and technology sector system. As part of our commitment to maintaining transparency and integrity in the work of the Council, a formal Conflict of Interest Management Plan has been put in place. 16 conflicts of interest have been recorded. Membership details are available on the MBIE website: Prime Minister’s Science, Innovation and Technology Advisory Council | Ministry of Business, Innovation & Employment
