Answer

As I noted in my response to WPQ 19834 (2026), I am advised that the number of people sleeping rough in or near the red zone in Christchurch fluctuates. I am further advised that the Ministry of Housing and Urban Development understands that between 30 and 40 households are sleeping rough in the red zone, not all of whom consider themselves homeless.
