Information about unsuccessful Budget Bids has not been disclosed to maintain the current consitutional conventions protecting the confidentiality of advice tendered by Ministers and officials. However, funding for new initiatives and savings initiatives are outlined here: https://www.beehive.govt.nz/release/rail-infrastructure-fully-funded
