Answer

The Treasury was required to identify and deliver baseline savings as part of the Baseline Reduction Target Assurance Process, initiated in November 2023. The Treasury identified $4.7m savings through FTE reduction, and identified a further $3.898m in non-FTE savings that it could save. In 2024/25 the Treasury achieved the following non-FTE actual savings of $3.950 million, made up of the following: • Reduced contractor and consultant spend of $2m • Reducing non-FTE costs such as consumables, subscriptions, IT costs and stationery of $450k • Reviewing and reducing allowances, travel, recruitment, and training and development of $1.5m The RBNZ went through an organisational change and restructure process between 31 March 2025 and 13 October 2025. This resulted in $6.8m of savings in FY25/26 and $11.5m in outyears. Further ongoing non-FTE savings of $6.4m were identified.
