As shown in Vote Corrections 2026/27, what risks, constraints, dependencies, or delivery challenges, if any, has Corrections identified for the “Corrections Rehabilitation Programmes – Extending to Remand Prisoners” initiative, including risks relating to workforce capacity, provider capacity, site capacity, prisoner movement, programme space, security classification, court scheduling, or remand population growth?

Answer
I am advised that Corrections has identified that capacity pressures due to prison population growth during the funding period may create a delivery challenge for the Corrections Rehabilitation Programmes – Extending to Remand Prisoners initiative. I am further advised that to mitigate this risk, Corrections intends to achieve a consistent level of service delivery in the remand setting across the prison network. Therefore, if remand prisoners are transferred at short notice to enable capacity management, they can continue participating in rehabilitation programmes at the receiving site. I am also advised that flexibility in Corrections’ implementation plan for extending rehabilitation programmes to remand prisoners ensures they can shift resources to the most effective and efficient services. This will allow rehabilitation and reintegration services for the remand population to shift in response to population growth and fluctuation and reduce any risk to service delivery.
